The amount of religious exercise permitted in military life is not determined by the person most sensitive to or offended by the religious exercise. In other words, there is no “heckler's veto.35

Review, Comment, and Recommendation to ALC Member Churches & Chapters
Regarding Proposed Amendments to the Augsburg Constitution
Adopted at the 2005 Augsburg Convention


The Augsburg Joint Council and the Vision & Planning Task Force propose the following constitutional amendments be adopted by the 2006 Augsburg Convention and submitted to the member churches and chapters for ratification according to the provisions of Article 9.03. of the Augsburg Constitution:

Article 7 - Organization

1. Amend Article 7.01. as follows:
7.01. Augsburg’s member churches and chapters shall function jointly through the Augsburg Convention, the Augsburg Council, the Executive Committee, Standing Committees, and Conferences.

2. Insert Article 7.02 as follows:
7.02. Augsburg Lutheran Churches shall have elected officers (Augsburg Pastor, Augsburg Executive Chair, and Augsburg Finance Chair) who together shall comprise the Executive Committee and shall serve jointly as the organizational head of this fellowship.

3. Insert Article 7.03. as follows:
7.03. The officers of Augsburg Lutheran Churches must assume only such rights as have been expressly conferred upon them by the churches and chapters of this fellowship, and in everything pertaining to their rights and the performance of their duties they are responsible to the member churches and chapters of the ALC.

4. Insert Article 7.04. as follows:
7.04. The Augsburg Lutheran Churches reserves the right to abolish any office, position, committee, or task forces it has established.


Article 8 - Governance

3. Delete Article 8.03:
8.03 Augsburg Lutheran Churches shall elect the Board of Trustees for staggered three-year terms at the Augsburg Convention. Trustees may serve two consecutive terms.

4. Amend Article 8.04 (renumber=8.03) as follows:
8.03. Augsburg Lutheran Churches shall elect, from the membership of its churches and chapters, a chairperson for each Standing Committee for a three-year term at the Augsburg Convention, with no term limits.

5. Amend Article 8.05 (renumber=8.04) as follows:
8.04. All elected office holders serve at the pleasure of the Augsburg member churches and chapters, and may be recalled by a two-thirds majority of the member churches and chapters.

6. Amend Article 8.06 (renumber=8.05)as follows:
8.05. The Augsburg Council shall appoint a Recording Secretary, Financial Secretary, and Treasurer who shall serve at the pleasure of the Augsburg Council.

7. Amend Article 8.07 (renumber=8.06)as follows:
8.06. Subject to the limitations imposed by the Constitution and the bylaws of Augsburg Lutheran Churches, and such other restrictions as may be imposed by the Augsburg annual convention, the operational and financial affairs of Augsburg Lutheran Churches shall be managed by or shall be under the direction of the Executive Committee.

8. Amend Article 8.08 (renumber=8.07)as follows:
8.07. Subject to the limitations imposed by the Constitution, Bylaws, and Continuing Resolutions of the Augsburg Lutheran Churches, and such other restrictions as may be imposed by the Augsburg Convention, the ministry and mission of Augsburg Lutheran Churches shall be shaped and guided by the Augsburg Council.

9. Amend Article 8.09 (renumber=8.08)as follows:
8.08. Other matters of governance, organization, and order shall be addressed in the Bylaws and Continuing Resolutions of the Augsburg Lutheran Churches Constitution.

Can we add "Upcoming Events" ?


A Witness to Faith
On Sunday, April 29, 2-4:00 p.m. Christ the King Lutheran Church, Hutchinson, MN will host a meeting entitled, "A Witness To Faith". This
will be a meeting concerning our Lutheran Confessions with regards to CCM. This is not a debate. Guest presenters will include Dr. Paul
Berge, Luther Seminary and Pastor Mark Chavez, Executive Dir. WordAlone. Judge Barry Anderson will be on hand to answer questions regarding the constitution of LCMC.

We are hoping to inform and educate those who have not had a lot of exposure to our Lutheran Confessions and CCM. This is a meeting for Lay
people and pastors of our synod, but also the surrounding areas.

The church is a gathering of believers where the Word is preached in its purity and the sacraments are administered rightly. How can congregations make sure this happens? Can they designate persons from their midst who administer Holy Communion regularly or in the absence of the pastor? Can anyone deny the forgiveness and life given by God in the supper to repentant sinners, simply because an ordained person is absent?
Is it the synod's business or the congregation's responsibility? What does the Bible say?

Welcome. I request that all participants in this discussion identify themselves by name and address. No anonymous postings, please.

The purpose of this discussion is to arrive at a common understanding and practice of "ordination."

Is it a sacrament? We think not. Does it confer an indelible character on a person? Again, no. Does a person get "zapped" when they are ordained and is that why pastors are "different" and "strange?" I'm not going to answer that, although it's not a bad question.

Is it an act which can be repeated? With that question we are getting closer to where we left things on the ALD listserv discussion before moving to this venue.

In our former church body(s), we understood "ordination" as a one time act and "installation" as a repeatable act. Why was that? Has anyone ever explained that clearly? Not to my knowledge or satisfaction.

One thing is sure, the authors of CCM used "ordain" and "install" as a shell game from which one comes away thinking "now you see it, now you don't." We were supposed to agree that Episcopalians could understand these words one way, Lutherans another, but everyone would do it the Episcopalian way. "You don't have to believe it, just do it." That's not good enough for the Augsburg District, and we are going to try to find a better way.

Our goal here to to come up with an understanding of "ordination" which is easy to understand and simple to use. I'll start somewhere near where I think we left off.

Suppose we need someone (and we do!) to enter the public ministry of the Gospel, or what we also call the ministry of Word and Sacrament. Since the stork does not deliver a pastor, there must be a process for finding and placing someone in that ministry, not just the first time out of the academic gate, but again and in response to second or third calls, if such be the case.

I'm going to drop "installation" and go with "ordination." In order to do this, "ordination" will have to be a repeatable act, otherwise a pastor would never be able to move from the first call received, to another call. This understanding is based on the idea that someone is "ordained to call." No call, no ordination. New call, new ordination. It would look like this:

1) Certification: The Candidate, having met the requirements for call, is certified.

2) Call: The Candidate, having been certified, receives a letter of call from a church.

3) Ordination: The Candidate, having answered the call in the affirmative, is placed into the public
ministry of Word and Sacrament.

Any and all of the above steps in the three-step process could be marked by appropriate liturgical
celebrations.

I am a graduate of Christ Seminary-Seminiex. I wonder if you might take a look at your mission statement and reflect on whether the fullness of the gospel message might want to include not only the cross of Jesus Christ but also his resurrection. Through the cross sin was put to death..through the resurrection new life in Jesus has begun. anyway.. just a suggestion.
